Carl is a Supervisory Contract Specialist with over 26 years of experience in federal contract management, including 18 years with the Department of Defense. He currently serves as the Chief of the Procurement Office for the Environment and Natural Resources Division of the Department of Justice. He is responsible for the division’s contracting officers and oversees a blended workforce responsible for expert witness contracts, as well as contracts for litigation consultants, ADR mediators, translators, court reporters, process servers, and the administrative purchasing requirements of his division.

Carl has earned all three of NCMA’s certifications, the CFCM, the CCCM, and the CPCM.  As the VP and Treasurer of the Washington DC Chapter, Carl leads efforts to account for the monetary resources of the Washington DC chapter, pays most of the bills, and is the primary cashier at the monthly dinner meetings. He recently worked with the chapter’s new website development team to initiate the use of PayPal for accepting online credit card payments.
