Since November 2010, Mr. Blankenship has served as one of the two Directors under the General Services Administration’s (GSA) IT Schedule 70 Program within the Center for IT Schedule Operations.  As such, he is responsible for leading a diverse cadre of acquisition, program and technical personnel.  He manages over 2,500 contracts valued at more than $9 billion dollars.

Prior to this appointment, Mr. Blankenship served as a Senior Procurement Analyst in GSA’s Office of Governmentwide Policy (OGP) where he oversaw the formulation and execution of various FAR rules as well as internal GSA policy.  Most notably, he presided over the rewrite to GSAM Part 538, which governs the policy for the Federal Supply Schedules (FSS) Program.

Within GSA’s Federal Acquisition Service (FAS), Mr. Blankenship has served in numerous positions such as Contract Specialist, Contracting Officer, and Division Director.  He has also served as a subject matter expert on numerous boards and committees that ultimately shaped policy from a far-reaching, Governmentwide perspective.

Mr. Blankenship holds a B.A. In Mass Media studies from the University of the District of Columbia (UDC) and a Master of Public Communications from American University, Washington, D.C.
